PROJECT SCOPE AND KEY DETAILS

The project is scheduled to begin on January 1, 2026, or upon approval from the California Department of General Services, and will continue through December 31, 2028. All work will be carried out at the Veterans Home of California in Lancaster, where HQE Systems will support the facility with a comprehensive modernization and maintenance program for its Public Address and Intercom infrastructure.

As part of the contract, HQE Systems will provide preventive maintenance services designed to keep the PA and Intercom systems operating at peak performance. The project includes the installation of new speakers, amplifiers, and LED message boards, strengthening the facility’s ability to broadcast clear, consistent messages across all areas.

HQE Systems will provide annual staff training sessions, accompanied by instructional materials, so personnel can confidently operate and manage the upgraded systems. Additional responsibilities include full system integration, modernization support, and a ninety day parts and service warranty for added assurance. An optional long term maintenance plan, available in one to ten year terms, further supports system longevity and reliability.

SOLUTIONS AND TECHNOLOGY DEPLOYED

The project brings modern, SMART, cloud enabled PA and Intercom functionality to the Veterans Home of California in Lancaster, giving the facility a more reliable and efficient communication backbone. The upgraded system incorporates ADA compliant, military grade hardware designed to withstand continuous use in a healthcare environment while meeting stringent accessibility and life safety requirements. New endpoints including speakers, amplifiers, and digital LED message boards will be integrated throughout the facility to improve coverage, clarity, and the consistency of both routine announcements and critical alerts.

The enhanced system supports targeted messaging, allowing staff to communicate with specific wings, buildings, or care units as needed. This flexibility improves internal coordination and ensures that emergency alerts reach exactly the right areas without causing unnecessary disruption across the entire campus. Cloud based management tools enable remote monitoring, diagnostics, and system updates, helping staff identify issues quickly and maintain operational uptime.

The project will be led by Kevin Quimby, MNS Jr. PM, who will oversee planning, coordination, and implementation to ensure the upgrades align with operational needs and communication goals.
