If You Serve the Government or Military, HQE Systems Wants to Partner With You as a VAR

Why This Partnership Could Save Lives

In the first half of 2025, natural disasters caused an estimated 149 billion dollars in losses around the world. Nearly 76 billion dollars of that damage occurred in the United States alone, according to data from Munich Re cited by CBS News. Among the most catastrophic events were the historic floods in Texas, which overwhelmed local infrastructure and left emergency responders struggling to coordinate efforts.

These numbers are not just statistics. They represent lives lost, families displaced, and communities left vulnerable. And they signal something urgent. The current pace and scale of disasters are outpacing the systems designed to handle them.

It is time for new solutions that improve coordination, increase response time, and ensure that no community is left without a warning or a way to respond.

Who We Are

We’re HQE Systems, a Service‑Disabled Veteran‑Owned Small Business (SDVOSB) built to support those who serve others. Our founder, Qais Alkurdi, was named the SBA’s 2025 California Small Business Person of the Year, recognized for his leadership, innovation, and impact on the public safety industry.

We are:

  • FEMA-approved

  • DoD-certified

  • Compliant with NDAA, TAA, and FEMA IPAWS standards

We serve public agencies, tribal nations, and military bases across the country. You can explore some of our recent success stories at Hill Air Force Base, Prairie Grove, Arkansas, or read our internal blog post on Qais’s SBA award.

Most recently, the City of Clearwater, Florida selected HQE Systems to install 26 outdoor warning sirens and lightning-detection alert capabilities across beaches and parks, helping protect residents and visitors alike. The project was featured by FOX 13 News.

And on the federal contracting front, HQE Systems was awarded a $64 million indefinite-delivery/indefinite-quantity (IDIQ) contract by the Defense Logistics Agency in January 2025 to deliver and sustain electronic security and key control systems across U.S. and overseas military installations. This milestone was reported by Defense Daily.

Who We Serve: Industries and Agencies

If you’re already providing hardware, software, integration, or safety systems to the following sectors, we want to connect:

Military Installations
We support base-wide mass notification systems, integrated drills, and situational awareness platforms that help base commanders keep service members and civilians informed and secure.

Local and State Governments
Our outdoor warning sirens, digital signage, and SMS, voice, and email alert systems are trusted by counties and cities nationwide. We offer full system design, deployment, and sustainment support.

Tribal Nations
We provide culturally respectful solutions tailored to the unique needs of tribal governments, including region-specific alerting and community engagement options.

Emergency Operations Centers (EOCs)
Our platforms integrate with the tools already in use at EOCs, including custom dashboards and access to our secure SAFE Network for multi-agency coordination.

Healthcare and VA Facilities
Life safety communication in healthcare settings is critical. Our systems are used in hospitals, behavioral health centers, and VA facilities where staff need to move quickly and clearly during emergencies.

Schools and Campuses
From panic buttons to desktop overrides, our indoor alerting options help administrators and school resource officers respond faster and keep students and staff safe.

Transportation Hubs
Whether it’s a major airport, transit center, or port, we provide unified alerting tools to keep travelers and personnel informed across terminals and platforms.

Utilities and Critical Infrastructure
We help utilities send secure, accountable mass alerts during outages, threats, or environmental hazards, with full logging and audit trails.

Public Safety Agencies
We support police, fire, and EMS with mobile alerts, dispatch integration, and instant team-wide notifications.

With the right VAR partners, we’re not just deploying systems. We’re building safer, stronger communities together.

Why HQE Systems?

At HQE Systems, we do more than build technology. We engineer trust, reliability, and mission-critical performance into every solution. Our approach is simple and powerful. We solve real-world problems with tools that are made to work when lives are on the line.

Here’s what sets us apart:

Veteran Leadership at Every Level
We are proud to be a veteran owned business with more than 65 veterans on staff. Our team brings firsthand experience from the military, government agencies, and emergency response fields. We do not just understand the challenges, we have lived them.

Nationally Trusted by Government and Military Agencies
From small rural communities to Air Force bases and major cities, agencies across the country trust HQE to deliver life safety systems that perform under pressure. We have a long standing record of delivering what we promise and then going above and beyond.

Purpose Built for Mission Critical Environments
Our technologies are designed from the ground up for high stakes use. Whether the deployment is at a military installation, a school campus, or during a FEMA led operation, our systems provide clarity, control, and confidence when seconds matter.

Robust and Proven Technology Stack
We do not rely on off the shelf solutions. Our proprietary SiSA software, the SAFE Network backbone, deployable SAFE Units, wearable panic enabled badges, and AI powered alert dashboards give our partners and clients unmatched capabilities. Our systems are scalable, modular, and built for complex operational environments.

Flexible Deployment Options
We offer a variety of configurations including fully cloud based, hybrid, and on premise deployments. This gives agencies the ability to tailor solutions to their infrastructure, cybersecurity standards, and long term planning goals.

Seamless Integration and Compliance Support
Government agencies operate under strict protocols. We streamline integration with federal frameworks like FEMA IPAWS, NFPA life safety code standards, and the National Incident Management System. Our tools are built to work alongside existing assets, reducing the need to rip and replace.

Procurement and Compliance Experts on Your Side
One of our strongest differentiators is our ability to navigate the public sector maze. We help agencies achieve NDAA and TAA compliance, assist with sole source justifications, and create deployment pathways that eliminate red tape. For VARs, that means faster sales, happier clients, and fewer headaches.

A Better Alternative for VARs
If you are a VAR or integrator who is tired of dealing with outdated software, overpriced hardware, or platforms that fall apart during real emergencies, we are here to help. Our solutions are modern, reliable, and field proven. Better yet, our support is personal. We train your team, help you win bids, and back you up every step of the way.

Let’s Talk Tech: Our Core Products

Our suite of core products equips government agencies, military installations, and emergency responders with the tools they need to detect threats, send alerts, and manage incidents in real time.

Here’s how each solution works.

SiSA
System Integrated Situational Awareness
SiSA is our flagship software platform for centralized emergency management. It combines real-time alerts, live mapping, status dashboards, reporting, and incident tracking into one secure, easy-to-use interface.

SiSA empowers emergency managers to see the full picture, coordinate faster responses, and launch alerts across multiple channels simultaneously. Whether you’re responding to wildfires, severe weather, or public safety threats, SiSA helps your team act quickly and confidently.

SAFE Network
Unified Emergency Communication Platform
The SAFE Network brings together every part of your communication system. Outdoor sirens, indoor public address, desktop notifications, mobile alerts, SMS and voice calls, digital signs, and social media updates all work through one connected platform.

This ensures your messages are delivered fast and consistently to the right people, no matter where they are. The SAFE Network is ideal for agencies and organizations that need comprehensive, reliable emergency communication at scale.

SAFE Units
Portable or Fixed Emergency Alert Stations
SAFE Units are self-contained alerting systems that include solar power, loudspeakers, LED signage, and LTE or satellite connectivity.

These units are designed for pop-up events, field operations, off-grid areas, or as a redundant backup to your main system. You can mount them to trailers, poles, or buildings, and they operate independently or as part of a larger system.

Outdoor Warning Sirens
High-Powered Community Alerting Devices
Our outdoor warning sirens are engineered for maximum sound projection and coverage across wide areas. They are ideal for city-wide alerts, military bases, industrial zones, and rural regions that need reliable mass notification.

These sirens integrate directly with SiSA and the SAFE Network, allowing for automated or manual activation based on real-time threat data. They support tone alerts, voice messages, and pre-recorded instructions for rapid public warning.

Panic Badges
Wearable Personal Safety Devices
Panic Badges look like standard ID cards but offer hidden features that can silently trigger an alert in seconds. With built-in GPS tracking and immediate integration into SiSA, they allow for instant response to threats or emergencies.

These badges are ideal for schools, healthcare facilities, and government offices where individual safety is essential.
